What is the law on finding winning lotto tickets?

I found some lotto tickets in my local super market i gave them to the shop istant in case their owner called back for them, i said i would call on Monday too see if they had been claimed not for my gain i might add. there is a lot of old people in the area and i thought if i went make sure that if the tickets had won i would do my best too find their owner, either by putting a note in the window or taking them too the police station , asking the manger on Monday had the tickets won he said he wound not check them and but would keep them for 30 days then if they had won he would put the money in the Charity box, he made me feel as if i wanted them for my self i very honest person if i wasn't i would not have handed them in.has he the right to keep them.
