How do you get hair like this?

well to get length, you'll probably want to get extensions done. sow in or clip in ones will both look great. You can use a big barrel curling iron and do spiral curls and then brush them out to make them loose. Or you can use big rollers and make spirals and brush them out as well. Either way works. :)
