Question About Billy Ray Cyrus and I guess Miley...?

Why do people say Miley got Fame off of her dad? I thought Billy Ray Cyrus was a untalented, one hit wonder who couldn't sell any music after "Achy Breaky Heart." Then he starred on some show called Doc (woo-hoo). I'm not defending Miley (I could care less.) I'm just wondering if people are more implying that Billy Ray paid Disney to let Miley get the job, instead of just using his background as a singer/actor. I more thought Miley got the job because she was cute in the 1st season (not now because she's fake tanned and overproduced.) In my opinion Billy Ray has always been grilled on cheese in a pan. What do you think?
